The Welsh Government recently published the ‘Report of the online digital learning group – Open & online: Wales, higher education and emerging modes of learning’. There are some interesting parallels between Wales and Scotland in the policy sphere. The report’s recommendations are well worth reading and are helpful for institutions considering doing more work with OER. It also includes a very useful background paper written by Dr Paul Richardson, which has a section on the history of OER and MOOCs and some straightforward definitions.
